Recently, several companies have been offering area property owners water and sewer service line insurance.  The City of Cleveland's Utilities Department would like to remind property owners that these companies do not represent the City, that they are not affilated with the City of Cleveland, nor does the City endorse any particular company because water and sewer service lines are considered private plumbing.  The Cleveland Utilities Department does want to remind property owners to use caution before potentially purchasing these products.

As with any insurance or warranty program, individuals should do their own due diligence to check the company's reputation and references and to confirm covered services and exclusions.  For example, residential dwellings of a certain type or size may be excluded, full service line replacement may not be covered or customers may be limited to a certain number of claims per year.

The Cleveland Utilities Department reminds property owners that they are responsible for all parts of water and sewer service lines from the city-maintained portion of the systems all the way into their properties. 

The department offers these useful facts:

  • Unless an owner has records of repair or replacement of their service lines, it is best to assume that the lines are the same age as the building to which they are connected.
  • A licensed plumber can give a general estimate of what some typical repairs or full replacements might cost based on specific conditions of the property.
  • Property owners are responsible for maintaining their water service lines from the city-maintained water meter to their building, including all plumbing inside the building.
  • Property owners are responsible for maintaining their sewer service lines between the city's mainline sewer and the building and all plumbing inside the building.

11.13.12 - The City receives numerous requests for funds to be collected, on behalf of an organization, at local businesses.  The requests are typically from organizations that are not from Cleveland and/or White County and most cannot show a direct benefit to Cleveland and/or White County.

The intent of the Mayor and Council is to allow organizations to hold special events or fund raisers to benefit Cleveland and/or White County.

The Mayor and Council amended the Special Events Ordinance to allow for the following:

To add definitions, collections or fundraisers, severability, and conflicting regulations (as follows):

Local civic group means local – primarily serving the needs of a particular limited district; civic group – of or relating to a citizen, a city, citizenship, or community affairs.

Local non-profit group means local – primarily serving the needs of a particular limited district; non-profit – not conducted or maintained for the purpose of making a profit.

Producer means any person, group of persons, organization, association, club, or other entity responsible for planning, producing, and conducting a special event. The producer must show the special event is a direct service or a direct beneficial benefit to the City of Cleveland and White County, Georgia.

Special event means any organized activity having as its primary purpose entertainment, recreation and/or education, such
as a festival or celebration, foot or vehicle race, parade or march, rally or assembly which takes place on a public property, street, sidewalk or right-of-way, or which occurs on private property and impacts government services on a public property, street, sidewalk or right-of-way. The special event must be a direct service or a direct financial benefit to the City of Cleveland and White County, Georgia.

Sec. 48-119.1 Collections or Fundraisers

Applicants who intend to solicit funds or sell goods must be a local civic group or a local non-profit group.  Groups who are not located within the limits of White County and wish to solicit funds or sales must have a local civic group or a local non-profit group sponsor the event.  The solicitation of funds and sale of goods must benefit the citizens of the City of Cleveland and White County, Georgia.  A signed affidavit from the sponsoring group must accompany the application.

Sec. 48-133.   Severability

If any paragraph, sub paragraph, sentence, clause, phrase or any portion of this Ordinance shall be declared invalid or unconstitutional by any court of competent jurisdiction or if the provisions of any part of this Ordinance as applied to any particular situation or set of circumstances shall be invalid or unconstitutional, such invalidity shall not be construed to affect the provisions of this Ordinance not so held to be invalid, or the application of this Ordinance to other circumstances not so held to be invalid. IT IS HEREBY DECLARED to be the intent of the City Council of the City of Cleveland to provide for separate indivisible parts, and it does hereby adopt any and all parts hereof as may not be held invalid for any reason.

The Mayor and City Council finds there is a need to establish a foreclosure and vacant real property registry as a mechanism to protect property values in neighborhoods for all property owners.

There have been issues with the lack of adequate property maintenance of such properties and can become a hazard to the health and safety of others.  Difficulties often arise in locating the person responsible for the condition of the foreclosed or vacant property.  This ordinance and the requirement of the property registry, is a tool for public officials and code enforcement to use to contact the persons responsible for the property.

The foreclosure and vacant real property registry will require owners and agents to provide the city with official information for contacting a party responsible for bringing foreclosed and vacant real property into compliance with applicable provisions of the Municipal Code of Cleveland, Georgia.

A fee of $50.00 is required for each property registration.

agri-festOn September 29, 2012, plan to bring the family to the Northeast Georgia Mountains for the White County 5th Annual Agri-Fest/Country Market and the 2nd Annual Pottery Comes to Town Show and Sale. The event is held in downtown Cleveland in the parking lot and the vacant lot of the White County Courthouse.

Cleveland GA: Established in 1857 and incorporated as a town August 18, 1870, Cleveland is the county seat of White County. The old White County courthouse and Museum houses the White County Historical Society. The courthouse, built between 1859 and 1860, is listed on the National Register of Historic Places.
