ELEVATED WATER TANK PROJECT
ADVERTISEMENT FOR BIDS
Sealed Bids for furnishing all materials, labor, tools, equipment, and miscellaneous items necessary for the construction of the Cleveland Elevated Water Tank located in White County, Georgia will be received, by the City of Cleveland, herein referred to as the Owner.
Bids will be received at the City of Cleveland City Hall Annex 46 South Main St. (across the street from City Hall, 85 South Main Street), Cleveland Georgia, at _9:00 a.m. , local time, on Friday, May 19, 2017 at which time the Bids received will be publicly opened and read aloud at this time and location. All bids will be evaluated by Owner and the project will be awarded, if it is awarded, within 60 days of the bid opening.
The Project consists of: Construction of a 300,000 gallon welded steel elevated water tank, with site work, piping, valves, connection to existing main, access drive, fenced enclosure and related appurtenances.
Bidders shall inform themselves concerning Georgia Laws and comply with same. NOTE: The Contractors and Sub-contractors Affidavits for Electronic Verification of Work Authorization Programs form (E-Verify) shall be executed and submitted as part of the bid package. Contractor’s Bid will be considered non-responsive without conformance to E-Verify requirements.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00am and 5:00pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at Cleveland City Hall on Mondays through Fridays between the hours of 9:00am and 4:00pm.; and the office of the Engineer, Rindt-McDuff Associates, Inc., 445 Bradford Street NW, Gainesville, Georgia, 30501, on Mondays through Fridays between the hours of 8:00am and 5:00pm.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a non-refundable deposit of _$250_ for each set. Checks for Bidding Documents shall be payable to “Rindt-McDuff Associates, Inc.”. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
The Owner is not obligated to consider a Bidder’s proposal, if Bidder is not on record with the Issuing Office as having received complete Bidding Documents from the Issuing Office.
The time allowed for completion from the date of Notice to Proceed is 120 days.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the Contractor, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.
Surety and insurance companies must be listed in the Federal Registry of Insurance Companies Circular 570, holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the Bid Opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.
The bids must be submitted in a SEALED ENVELOPE, addressed to the Owner. Each sealed envelope containing a Bid must be plainly marked on the outside as, “BID FOR CLEVELAND ELEVATED WATER TANK” and be labeled with the Bidders State of Georgia Utility Contractor License Number. If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the Owner at the address previously given. Place Contract Number for bid on the outside of the bid envelope in bold face type.
There is no pre-bid conference for this project.
All Bids must be made out on the bid form of the type bound in the Contract Documents, in accordance with the instructions in the Information for Bidders. No interlineation, additions, or deletions shall be made in the proposal form by the Bidder.
Any and all Bids received without the aforementioned qualification criteria enclosed, will be returned to the Bidder.
Contractors and Sub-Contractors bidding on this Project will be required to comply with all Federal, State, and local laws.
The Owner reserves the right to reject any or all Bids, to waive formalities, and to re-advertise.
Successful Bidder will be required to perform Work as the Prime Contractor. Work performed by Prime Contractor shall be 50% minimum.
No Bidder may withdraw his bid within the time limit specified in the Instruction to Bidders.
* Surety companies executing Bonds must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the state where the project is located.
